Trust is tested in UN cyber working group

The second substantive session of the second UN Open-ended Working Group (OEWG II) on information and communications technologies (ICTs) took place in New York from 28 March - 1 April. Amid geopolitical tensions and an impasse over civil society participation modalities, the emerging trust amongst member states on this issue is being put to the test, as is the UN's normative framework for state behaviour in cyberspace. Nonetheless, the meeting was content rich with many strong proposals for future work and action.
