Russia and US continue to block concrete measures to prevent the development of killer robots

After working until 3am on the final day of the UN Group of Governmental Experts on autonomous weapon systems, states could only agree to a minimalistic outcome document that has an ambigious and unambitious way forward to deal with this crucial issue. Russia and the United States were responsible for most of the challenges in negotiating this outcome document and in preventing a credible outcome, by objecting to among other things references to human control and autonomy as critical issues to be discussed in the context of autonomous weapon systems. Russia also objected to the potential outcome of future work of this GGE, such as the possible development of aspects of a normative and operational framework to deal with autonomous weapons.
