Briefing Paper for States that have Endorsed the Political Declaration on the Use of Explosive Weapons in Populated Areas Regarding Israel’s Use of Explosive Weapons in Gaza

This briefing paper provides governments with information about their commitments under the Political Declaration on Strengthening the Protection of Civilians Arising from the Use of Explosive Weapons in Populated Areas (EWIPA), in relation to Israel’s use of explosive weapons in Gaza.


Prepared ahead of the Protection Forum and in the Oslo Conference focusing on the Political Declaration's implementation and universalisation in April 2024, this briefing paper outlines the catastrophic harm caused by Israel's use of explosive weapons in Gaza and the ways in which it violates international humanitarian law and human rights law. The paper makes recommendations to the states that have endorsed the Political Declaration on EWIPA regarding how to implement their obligations under the Declaration, including, among other things, ending arms transfers and military support to Israel, condemning violations, providing humanitarian aid and ensuring access, and holding Israel accountable for war crimes and genocide.
