Information on civil society participation at the 2025 NPT Preparatory Committee

The Preparatory Committee for the 2026 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is scheduled to hold its third session at United Nations Headquarters in New York, United States from 28 April to 9 May 2025. This will be the third of three planned sessions that will be held prior to the 2026 Review Conference. Modalities for civil society participation are outlined in this information note. Please read the information note in full for all details—below is just a summary.

PARTICIPATION AND ACCESS
Based on the practice of the previous preparatory committees and review conferences, which will apply provisionally for the session of the preparatory committee until a final decision on this matter is taken, representatives of non-governmental organisations shall be allowed to attend the meetings of the committee in-person. 

ACCREDITATION AND REGISTRATION
Participation in the 2025 NPT preparatory committee requires two steps: accreditation, and registration. All organisations must request accreditation to attend, including those organisations that have attended past NPT meetings. 

  • All requests for accreditation must be submitted to the secretariat no later than 31 January 2025 using the online form available at https://forms.office.com/e/zV33JJ9P02.
  • Non-governmental organisations must also submit to Diane Barnes ([email protected]) a written accreditation request on the official letterhead of the organisation listing the representatives who will attend, including their full names and titles. Additional representatives may be included in a revised accreditation request letter, which should be submitted by 15 April 2025. NGOs that have not attended an NPT meeting in the past should indicate previous interactions between the organisation and the UN in relation to nuclear disarmament and non-proliferation issues. A mission statement or summary of work of the organisation should be provided. Individuals requesting accreditation, as well as those planning to attend side events, must be at least 18 years of age.
  • Non-governmental organisations that have requested accreditation as stated above will be informed by the Office for Disarmament Affairs by email of the outcome of their request by 14 February 2025. 

Registration (to be completed after accreditation is approved)

  • Online registration will be available from 17 February to 15 April 2025 to representatives of non-governmental organisations whose accreditation has been approved.
  • Attendees must complete a registration form on the online Indico system at https://indico.un.org/event/1014899/registrations/ and follow the process described.
  • Once their registrations have been approved in Indico, representatives of non-governmental organisations will receive a confirmation email. Beginning on 25 April 2025, ground passes valid for the duration of the preparatory committee session will be available for collection from the Pass and Identification Unit, at 320 East 45th Street. Participants are advised to go to the Pass and Identification Unit well in advance to allow enough time for security checks. 
  • The Pass and Identification Unit, located at 320 East 45th Street (between 1st and 2nd Ave), will be open from 3 pm to 6 pm on Sunday 27 April, from 7 am to 2 pm on Monday 28 April, and from 9 am to 2 pm each weekday thereafter. Representatives will need to have their passport and a printed copy of the confirmation email with them to collect a grounds pass. 

Civil society presentations
It is tentatively expected that a plenary meeting will be set aside for non-governmental organisation presentations. As in the past, non-governmental organisations are requested to coordinate among themselves in deciding which representatives will address the committee during the session allocated for presentations by non-governmental organisations. We will update this information as soon as we have a tentative date and time for the civil society presentations. Side events at the 2025 NPT Preparatory Committee
The availability of space for side events during the preparatory committee is limited.  Side events that can be accommodated within the room allocated to NGOs will be scheduled by WILPF. We will post information about side events on our website. We will update this information as soon as we have more information about the room. You will then be able to email [email protected] to book the room for a side event. We will require the event name, general theme or focus, organiser/host information, and your top three preferences of date and time. We are also happy to post information on our website about virtual side events.
